European Agencies Seminar Fashion or Necessity?

The seminar discusses the potential of EU agencies with a focus on regulatory agencies and the nominal independence most agencies have been granted compared to the political context of the national and EU administrations in which they operate. Agencies face various pressures, for example staff policy restrictions and content-related constraints. Do these pressures make sense? Do they enhance or limit agencies effectiveness and legitimacy? To what extent is it feasible to grant the European Parliament supervisory functions, and how do its political intentions work out in practice?

The seminar offers EU and national practitioners a forum to discuss the latest developments regarding EU agencies interactively with academics and the officials from both the Commission and the European Parliament who work on this topic. The seminar herewith aims to actively contribute to  debate on the role and governance of European agencies as launched by the Commission in its recent Communication of 11 March 2008,  COM(2008) 135 final.
